Paradox Interactive has released the third update for the Stellaris 4.5 'Cygnus' open beta on PC, bringing a significant wave of bug fixes and balance adjustments. This latest patch specifically targets stability regressions and refines the gameplay experience for Nomadic empires and Arkship mechanics.

Core Gameplay and Balance Adjustments
The update introduces a more defined tech path for the Stellar Cannon, shifting it to Tier 3. Combat logic has also seen improvements, with AI empires now prioritizing static targets like upgraded starbases and defense platforms during war, while avoiding firing the Stellar Cannon at empires they are at peace with, barring recent insults.
For players managing Arkships, the UI now explicitly indicates that weapon and reactor specializations incur Strategic Resource upkeep. Additionally, several issues where Arkship-specific buttons were improperly localized have been corrected.
Bug Fixes and Stability
Developer Eladrin highlighted a major regression fix where various anomalies, events, and origin features—including Precursor dig sites and the 'Fear of the Dark' origin hostiles—had silently stopped working. Other notable fixes include:
- Science Ships: Automated science ships no longer vanish when exploring Astral Rifts, and they will properly maintain their tasks when avoiding hostile fleets.
- Synaptic Lathes: Issues preventing pops from purging on Synaptic Lathes have been resolved; existing broken saves should repair themselves over the course of a year.
- Nomad Empires: Nomads can now reactivate and own gateway megastructures, and they will now prioritize building contract-required Waystations even when over their Starbase capacity.
- Stability: A crash occurring when quitting the game on macOS has been addressed.
Updated Policy and AI Logic
The 4.5 open beta continues to iterate on its overhaul of pop ethics and factions. Pop groups no longer divide by Ethics or Factions, but rather assign a percentage of the group to each, causing more frequent shifts. To provide better control over these changes, new policies have been added for the auto-designer, including Fleet Doctrine, Weapon Preference, and Defense Preference settings. AI empires will now adopt these doctrines and research preferences based on their specific personality, ensuring more intelligent ship loadouts throughout a campaign.
The update also addresses edge cases in Total Wars, ensuring Nomadic Empires properly gain ownership of defeated Arkships and Waystations following a status quo victory. These changes are currently live on the stellaris_test_4.5 branch, with a stellaris_test_4.5_rollback branch available for players who encounter instability.
