Game developers across Microsoft’s Xbox division have organized to demand enhanced protections as rumors of significant summer layoffs continue to circulate. Representatives from unions including the United Video Game Workers and staff from first-party studios—such as Activision Blizzard and Zenimax—gathered at a recent Communications Workers of America (CWA) press conference to voice their concerns.
The workers are specifically seeking a set of formal protections to support staff should the reported job cuts materialize. These include mandatory advance warning for employees, the implementation of temporary hiring freezes to prioritize internal movement for existing staff, and two-year recall rights for any developers affected by workforce reductions.
The Growing Tension Between Leadership and Staff
During the press conference, CWA District 9 vice president Frank Arce criticized the company’s current priorities. "The money is there, leadership is simply choosing where it goes and who pays," Arce stated, noting that the company has continued to invest heavily in AI and recently increased the price of Xbox consoles while simultaneously moving toward potential layoffs.
The push for these protections comes as internal stability at Xbox appears increasingly fragile. The head of Xbox Game Studios, Craig Duncan, recently left the company after a 15-year tenure. Furthermore, reports indicate that while developers at Blizzard’s World of Warcraft team have observed "positive movement" regarding their proposals, other studios under the Zenimax and Activision umbrellas claim Microsoft has been slow to engage in meaningful negotiations.
Studio Stability and Future Outlook
The impact of these organizational changes is already being felt on the ground. Developers at Compulsion Games, known for South of Midnight, have reportedly already faced layoffs. Meanwhile, studios including Double Fine and Ninja Theory are currently in negotiations with Microsoft in an effort to avoid full studio closures, with some reports suggesting they are exploring the possibility of spinning off from Xbox Game Studios entirely.
These developments occur against the backdrop of pressure from Microsoft CEO Satya Nadella, who has publicly expressed that the Xbox division needs to show more significant financial performance. As the company weighs its options—which rumors suggest could include spinning off the entire Xbox division into a separate entity—the workforce remains in a state of uncertainty, with further console price hikes potentially scheduled for 2027.
