The nature of the "research" has been described as surreal. Government staff have joined players in high-stakes missions, including orchestrating jewelry store heists, utilizing explosives to eliminate corporate CEOs, and transporting sex workers to clients. Despite the chaotic nature of the gameplay, the findings reported by the study are relatively mundane. Researchers concluded that players often enjoy managing their in-game businesses, such as nightclubs or yachts, and that the game’s driving mechanics make it "really easy" for players to socialize while in transit.

Political Scrutiny and Future Funding

The program has become a flashpoint for political disagreement. While the initiative was established under the previous Conservative government, funding has reportedly continued under the Labour Party, which took office in 2024. The project has drawn sharp criticism from opposition figures.

"Hard-working families will be in disbelief that their taxes are bankrolling this nonsense," said Mike Wood, a shadow Cabinet Office minister and Conservative Party member. "It's important that civil servants have the right skills—but playing Grand Theft Auto isn't among them. The Government must halt this absurd waste of resources immediately."

Conversely, an unnamed government source acknowledged the project's roots, noting that it is "a decades-old Tory initiative" that the current administration is now reviewing.
