Publisher Shueisha Games and Akihabara-based developer MicroSimulation have announced CONQUISTA: Tide of Wills, a colony simulation and 4X strategy game hybrid coming to PC via Steam.

How Citizen Wills Shape Gameplay

Directed by MicroSimulation's Nagahiro Enatsu and produced by Shueisha Games' Soya Nakano, CONQUISTA: Tide of Wills builds its mechanics around individual citizens. Every inhabitant in the game features a specific name, job, and daily routine, visiting markets and taverns while traveling merchants move resources across borders.

As these populations grow, citizens develop hopes and frustrations that can escalate into powerful "Passions." According to the development team, these internal citizen behaviors can drive emergent gameplay events without direct player input:

Rumors spreading in taverns can trigger rebellions and alter national borders.
Explorers may independently leave settlements to chart unknown lands.
Traveling merchants can initiate cross-border trade based on lucrative opportunities.
Citizens can decide to build new settlements and declare independence.
Small interactions between citizens may prompt diplomatic alliances.

Colony Management Meets 4X Strategy

Players begin by clearing forests, gathering resources, and constructing initial housing before expanding into broader national governance. The game features two primary paths for dealing with neighboring nations: establishing diplomatic ties through tribute and trade, or waging large-scale warfare where hundreds of units clash on the battlefield.

Terrain, neighboring factions, and citizen demographics randomize with each new playthrough to alter how each session unfolds. Shueisha Games has confirmed that the title will support English, Japanese, Traditional Chinese, and Simplified Chinese languages when it launches in summer 2027.
