Help Hestu, then exchange your seeds
Nintendo’s additional tips explain that Hestu needs help before he begins exchanging seeds. Once that encounter is dealt with, the exchange provides more weapon, bow and shield inventory slots. [2]

Check Lookout Landing if he has moved
